Pending message for new added disks is not gone after restart the VM when the VM is created from instanceTypes

Steps to Reproduce:

1. Create a VM from instanceType
2. Add a new disk to the VM when VM is up
3. Pending message appears
4. Restart the VM

Actual results:

Pending message still appears after restart the VM

Expect results:

Pending message not appear after restart
