[address review] Integrate networking-console-plugin in cluster network operator

      The "Networking" section in the OCP UI Console is going to be replaced from static code to dynamic plugin.

      The goal of this task is to integrate the new networking console plugin[1] to be deployed and reconciled by the cluster network operator[2].
