It's a regression from 4.15

      Steps to Reproduce:

      1. Have a running VM
2. Go to VM list page
3. Click the items under conditions column of a VM

      Actual results:

      it opens the link like "https://console-openshift-console.apps.uit-416-0422.rhos-psi.cnv-qe.rhood.us/#" and the page is blank

      Expected results:

      It opens the details of the item
