      Description of problem:

      There are multiple problems (at least 2 as of now) regarding migrations in CNV 4.16. 
Issues where observed in upstream PR updating the virtualization stack to relative 4.16 versions. See https://github.com/kubevirt/kubevirt/pull/11256.

Bugs:
1. Unable to migrate on upgrade 4.15 -> 4.16. See https://issues.redhat.com/browse/RHEL-25995
2. Unable to migrate within the 4.16. See https://issues.redhat.com/browse/RHEL-30622 , note that this might or might not be related.
