Migration chart is empty

      Description of problem:

      Migration chart is empty.
It looks like a regression from previous version due to the query is changed.
Checked on 4.13/4.14, the query format is 
sum(sum_over_time(kubevirt_migrate_vmi_dirty_memory_rate_bytes{
on 4.15 and 4.16, the query format is 
sum(rate(kubevirt_vmi_migration_dirty_memory_rate_bytes{

      Steps to Reproduce:

      1. Have a running VM which is migratable
2. Migrate the VM
3. Check migration chart in VM metrics tab

      Actual results:

      Migration chart is empty

      Expected results:

      Graphic is showing in the chart
