Cloned from a development task to add error policy documentation to u/s docs. When discussing scsi persistent reservation we should recommend that the error_policy for the lun disk be set to `report`. This is needed at least for Windows Failover Clustering to work properly.

Based on our testing, we are aware that IO errors should be passed through to the guest in order for Windows failover clustering to work properly. We should mention this in the user guide.
