VolumeSnapshots is not available in Catalog -> Add volume modal

      Description of problem:

      VolumeSnapshots is not available in Catalog -> Add volume modal 
However, the VolumeSnapshots is available in "Bootable volumes" -> Add volume modal 

The issue does not happen in 4.15.z, it's a regression from 4.16

      Steps to Reproduce:

      1. Have a cluster with volumeSnapshots ready
2. Try to add volume with "Use existing volume snapshot" in  Catalog -> Add volume
3. it cannot see any VolumeSnapshots
4. Try to add volume with "Use existing volume snapshot" in  "Bootable volumes" -> Add volume
5. the snapshots is available

      Actual results:

      VolumeSnapshots is not available in Catalog -> Add volume modal

      Expected results:

      VolumeSnapshots is available in Catalog -> Add volume modal
