      Deprecate the KubeVirtComponentExceedsRequestedCPU and KubeVirtComponentExceedsRequestedMemory alerts

Update the deprecated alerts runbooks and suggest to silence the alerts.

CNV-38320 will handle adding a metric to be able to track this issue without creating noise to the customer.
