      The UI does not allow users to create bootable images

      Steps to Reproduce:

      1. Login as a user
2. Navigate to Bootable Images

      Actual results:

      Restricted Access

      Expected results:

      Users should be able to to do the following:
1. See the available bootable images
2. Create new bootable images

      Additional info:

      Without this support to UI is useless for anyone who wants to run an image that is not preloaded
