UI: Cannot create a VM without SSH keys

How reproducible:
Easily
Steps to Reproduce:
1. Make sure you don't have any SSH Keys configured 2. Click Create Virtual Machine 3. Choose image 4. Choose Machine Type
Actual results:
Create Machine button is grayed out. There is no tool-tip indicating that an SSH key is required. Clicking the link in the SSH Key opens a window that hangs without the ability to choose no key
Expected results:
Must be allowed to run machines without SSH keys Tool-tip should indicate what is missing Windows must not hang
