In an effort to optimize our testing framework and enhance code relevance, we propose the addition of a Tier 1 network test suite.

This will affect KubeVirt code quality by streamline our testing process by reducing the number of collected tests and eliminating irrelevant code segments.

To kickstart this endeavor, we intend to submit a Proof of Concept (POC) pull request. The POC will serve as a demonstration of the new test suite's effectiveness.
The PR should be synced with the upstream CI.
