alert SSPCommonTemplatesModificationReverted is not supposed to fired on a healthy cluster

Steps to Reproduce:
this happens in EUS upgraded 4.14 -> 4.16 (post-upgrade )
Actual results:
AssertionError: Alerts should not be fired on healthy cluster.
