kubevirt_vmi_number_of_outdated metric was missed in the monitoring refactoring

      Description of problem:

      kubevirt_vmi_number_of_outdated metric was missed during the monitoring code refactoring, and its creation is currently located under pkg/virt-controller (https://github.com/kubevirt/kubevirt/blob/d8180bafa773816c223cea2cb86d2e378503b261/pkg/virt-controller/watch/workload-updater/workload-updater.go#L51), using Prometheus methods directly.

       

      Expected results:

      kubevirt_vmi_number_of_outdated metric is located under pkg/monitoring, and it is registered using operator-observability package.
