      Description of problem:

      cloning a VM which is never booted results in a disk attached to two VMs

      Steps to Reproduce:

      1. Create new RHEL9 VM "golden-vm" via UI from instancetype, disable "Start this VirtualMachine after creation" 
      2. Clone via the attached yaml
      3. inspect disks
      

      Actual results:

      root disks of both VMs refers to the same PVC
      

      Expected results:

      Either clone fails or clones the root disk
