Description of problem:

If a VM is created with propagationMethod qemuGuestAgent, it gets the condition "AgentVersionNotSupported", even if the guest agent version is supported.

Steps to Reproduce:

1. Create a RHEL 9 VM with Dynamic SSH key injection enabled in web UI

Actual results:

VM gets the condion:

      reason: This guest agent doesn't support required public key commands
      status: 'True'
      type: AgentVersionNotSupported

Expected results:

AgentVersionNotSupported is not set, if the guest-agent supports the required commands.

Optional, the AgentVersionNotSupported is shown if the qemu-guest-agent does not support the required qemu-guestagent-commands
