There is an effort to limit our use of feature gates to cases where we want to control the availability of a new feature that should eventually be available for everyone. If there is a desire to turn something on and off it should be a configuration item in the kubevirt CR.

The PersistentReservation feature gate should therefore be converted to a configuration parameter which may be off by default. HCO should be updated to enable this configuration option.
