Description of problem:
Currently, on a fresh deployed cluster, login with a user cannot use the templates and instanceTypes to create VM, it stucks at the page after selecting a template or get a blank list in the instanceTypes because it failed to read data from configMap as the configMap is not created yet, it has to login with cluster admin user and navigate to catalog to create the configMap firstly, and then other users can use the templates and instanceTypes to create VMs.
