In the create VM from template flow, add an indication that a public ssh key isn't configured before creating a VM

      Description of problem:

      Users should be aware, before they create the first VM, that the public SSH key isn't configured, to avoid a situation they have created the VM and then realize they need to configure the SSH key.

      Steps to Reproduce:

      1. A user with no SSH key configured yet, selects a template to quickly create a VM from.
      2. There is no indication for the missing SSH key configuration.
      3. They click the "Quick create VM button" and then realize they need to configure the SSH key to log into the VM.

      Expected results:

      Users should be aware before they create the first VM that they need to configure the ssh keys. In the create VM from template flow we need to do what we did in the Create VM from IT flow - meaning adding the "Public SSH key" info next to the "Project" info at the footer section of the drawer.
