"Upload data" dialog does not work in PVC -> "With Data upload form"

      In PVC -> With Data upload form, try to drag a file or browse a file into "Upload Data" is failed

            This bug has a linked PR, moving status from ASSIGNED to POST.
            The first build that contains https://github.com/kubevirt-ui/kubevirt-plugin/pull/1859 is CNV v4.16.0.rhel9-2004.

            as of v4.16.0.rhel9-2746 the PVC -> "With Data uload form" does not work. Only adding disk is fixed.
