"auto updates for RHEL VirtualMachines" is enabled by default but does not work

      Description of problem:

      ON a fresh deployed cluster, the "auto updates for RHEL VirtualMachines" is enabled by default, but it does not work. Disable it and enable it again, it will work.

      Steps to Reproduce:

      1. On a fresh deployed cluster
      2. Fill Activation key  and Organization ID in "Guest management"
      3. Don't click "auto updates for RHEL VirtualMachines" as it's enabled by default
      4. Create a RHEL VM
      

      Actual results:

      The code for "auto updates for RHEL VirtualMachines" does not add to VM
      

      Expected results:

      The code like below was added to VM:
                    packages:
                      - dnf-automatic
                    runcmd:
                      - systemctl enable --now dnf-automatic-install.timer
