Delete VM with grace period is not working

      Description of problem:

      Create VM from the attached YAML, delete the VM with grace period 0, the VM is stucking at terminating.
      If delete the VM from CLI via: virtctl stop win10-vm --force --grace-period=0, the VM is deleted immediately.
      BTW, it seems that if set grace period > 0, it never work, VM is not deleted after the grace period.

      1. Create VM from the attached YAML
      2. Delete the VM when the VM is running

      Actual results:

      VM is stucking at terminating.
      

      Expected results:

      VM is deleted immediately
