Since cnv-must-gather is based on a released OCP image, we cannot rebase it on rhel9 until OCP releases a rhel-9-basd version.

I expect this story to resolve only after OCP-4.13.0 is out. Until then we can keep this component based on ubi8. But eventually we'd like to simplify our dependency tree and use ubi9 here, too.
