Description of problem:
Login with a non-privileged user and create a VM from instanceType, the Red Hat provided instanceTypes are not available. The issue was discussed in bug https://bugzilla.redhat.com/show_bug.cgi?id=2176030, open this issue in UI to track the problem as user may wonder why there is no instanceTypes listed in step2, we may need to at least document this behavior for UI.

1. Login with a non-privileged user, ref: https://github.com/openshift/console/blob/master/contrib/create-user.sh 2. Create VM from instanceType 3.
