      Steps to Reproduce:

      1. Create a VM
2. While it is provisioning...
3. Go to the VM Overview
4. Navigate to Details tab
5. Click the "Provisioning" label next to "Status"
6. Click "View diagnostics"

      Actual results:

      It shows an empty tab

      Expected results:

      It should show the diagnostics tab
