Wrong actions of migration in "VirtualMachine details"

How reproducible:
always

Steps to Reproduce:
1. create two vms, A and B
2. migration vm A, during migrate, click vm B in " VirtualMachines"
3. click "Actions" on top right
4. It's shoud not be "Cancel migration"

Actual results:
"Cancel migration" in Actions, if click it will cancel vm A migrate.

Expected results:
Should be "Migrate"
