CNV on AWS government region

      Goal

      In 4.14 we GA the capability to run CNV on AWS bare metal instances. We should be able to run CNV on AWS government region zones (Gov cloud).

      User Stories

      • As an agency that is required use secure AWS zones, I would like to run my VMs in my OCP cluster in that zone
