VM is stucking in starting status after detach a disk in error

      Description of problem:

      Add a URL disk which has typo in the URL to a VM, then start or restart the VM, the VM turn into DataVolumeError status after wait for enough time, then detach the disk from the VM disks page, the VM is turning into "Starting", and it stuck in "Starting" status.

      Steps to Reproduce:

      1. Add a URL disk with a typo in the URL to a VM
      2. Start or Restart the VM
      3. VM turn into error status
      4. Detach the disk in Disks page
      5. VM turn into starting status 
      6. VM is stucking in starting status, not able to becoming running
      

      Actual results:

      VM is not becoming running
      

      Expected results:

      Since the VM is turning into starting status aftering detach the disk, user expects the VM turning into running.
      

      Additional info:

      The issue is happening because the virt-launcher pod is in pending because of the disk which has a typo in its URL, and when the VM becoming starting, the pod is not deleted and re-created.
