New: Move the content from the Tuning & Scaling Guide article directly into the Virt docs to improve the user experience. 

Work with SMEs to determine how they want to contribute and liaise with them about removing the tuning guide from access.redhat after it's in the docs. Thanks

Old: Add a top level folder called Optimization for the Tuning Guide. This section will need an overview, several assemblies, and will be used to hold existing features that relate to optimization (NUMA, huge pages, KSM, etc.)

Stretch goal: Add Kbase tuning article to downstream docs.
