Regular user cannot add GPU devices to VM

      Description of problem:

      Configure GPU devices on the cluster and then logging with a regular user, it cannot find GPU devices while creating VM.

      How reproducible:

       

      Steps to Reproduce:

      1. Configure GPU devices on the cluster
      2. Login with a regular user
      3. Create VM from template
      4. Try to add GPU Devices to the VM

      Actual results:

      "No host devices exists" present in the "GPU devices" modal

      Expected results:

      GPU device is presenting and can be added to the VM
