Pending alert disappears very soon after adding network interface

      This is a clone of issue CNV-33499. The following is the description of the original issue:

      Description of problem:

      Adding new network interface to running VMs, the pending alerts about the NIC disappears very soon, also the pending label next to the nic name disappears.

The pending alerts should present until the VM is migrated or restarted

      1. Enable network hotplug feature
2. Adding network interface to running VM

      Actual results:

      The pending alerts disappears

      Expected results:

      The pending alerts shows until the VM is restarted or migrated
