Goal

Utilize QEMU's SR-IOV emulation to simplify SR-IOV testing environment.

User Stories

• As a maintainer of KubeVirt CI infrastructure,
  I would like to use SR-IOV emulation,
  so I don't have to maintain complicated and error-prone SR-IOV passthrough.
• As a KubeVirt developer,
  I would like kubevirtci to allow spinning up a cluster with emulated SR-IOV interface,
  so I can run e2e tests on my laptop or a remote server without dedicated hardware.

Notes

• We should follow the example of the SR-IOV operator and their CI: https://github.com/k8snetworkplumbingwg/sriov-network-operator/pull/462
• The priority today is medium - our current solution works on CI. Once it breaks or won't be able to keep up the amount of test runs, we should consider switching to emulation.
