Description of problem: kubevirt_vmi_phase_count metrics is not working in 4.14.0

Steps to Reproduce:
1. Run automation test tests.install_upgrade_operators.metrics.test_vm_template_metrics.TestVmTemplateMetrics.test_vmi_phase_count_metric[golden_image_data_volume_scope_class0-vmi_phase_count_before0-vm_from_template0]

Actual results:
On creating a vm from template(vm.kubevirt.io/template: rhel8-server-tiny), we wait for it to reach running state and make query for metrics kubevirt_vmi_phase_count. This metrics is not showing up.

sum(kubevirt_vmi_phase_count

) is returning empty results.

Expected results:
Metrics results shows up.
