The console gating job is keeping in failing status due to a known issue in OCP, but we didn't move to new OCP version due to slow import issue: https://bugzilla.redhat.com/show_bug.cgi?id=2236223

Because this problem blocks us to attach new build to errata, hence suggest:
a. remove or quarantine UI tests from gating until the new OCP version is used for tests.
b. run the job with a cluster provided by qe, which will use OCP 4.14-rc.2
