Today the Hypershift/Kubevirt ci flows exercise  hcp create cluster kubevirt and the hcp create kubeconfig. However the hcp destroy cluster kubevirt command is not exercised. 

We need to introduce the hcp destroy command in our presubmit and periodics to make sure the hcp destroy functionality works from the end user perspective.
