Goal

Add CPU limits setting to the UI in the new Settings page on a cluster scope.

Section could be named "Resource Limits Configuration" (in future this will then also include auto compute memory)

• As an Administrator, I want to set a quota on a particular namespace, so it does not abuse my cluster
