Enable network hotplug feature, the pending label is added to VM nic in two situation which should not be:
1. On a running VM, add a nic to it, it will show the pending label to the nic, which is okay.
2. migrate the VM, the pending label is still presenting, which is wrong, the label should be removed
3. stop the VM, and then start the VM, the label should not presenting
