OVN Kubernetes in CNV: Forever-sticky IP on Pod network for HyperShift

      Goal

      Reserve an IP for VMs connected to the OVN Kubernetes pod network for as long as they are defined.

      User Stories

      • As a developer,
        I need a VM to maintain the same IP, even between long periods of shutdown,
        so my applications don't have to adjust to a new IP after restart.

      Non-Requirements

      • This is limited to HyperShift on KubeVirt and does not have to be made GA as a part of OpenShift Virtualization.
