Description of problem:
Login with regular user and create a namespace, then create vm from template, there is a permission error flash by while select the template, once the page is loaded, click customize, it cannot continue on the next page with an error: “vm is undefined“ 

However, click "Quick create" is okay.

2. create vm from template
3. click customize and continue

Actual results:
1. an error flash by while selecting a template
2. cannot continue in customize

Expected results:
VM is created with regular user
