Currently you can only specify a PCI passthrough device by its vendor-ID:device-ID

      https://docs.openshift.com/container-platform/4.13/virt/virtual_machines/advanced_vm_management/virt-configuring-pci-passthrough.html#virt-exposing-pci-device-in-cluster-cli_virt-configuring-pci-passthrough

However, if several PCI cards of the same model exist, there's no way to use the PCI bus ID to indicate which one you want to use for passthrough.

This RFE is to request the ability of using a pci_bus_id  such as "0000:06:0d.0" as a device selector.
