When a user clicks a template on the Catalog page, clicks "Customize VirtualMachine", and clicks "Next", a "Review and create VirtualMachine" page is displayed.
The title "Review and create VirtualMachine" is confusing because it implies that the user can only review settings changed in the previous screen and then create a VM. In the breadcrumb navigation, the page is also called "Review", like the last page of a wizard ("Review your changes and click ...").
I think the workflow is problematic because a user does not expect a wizard-like workflow in a modal, but that probably cannot be changed.
Since the first page is called "Customize Template parameters" (that should be "Customize template parameters"), perhaps the second page can be renamed accordingly.
Change the "Next" button to "Customize VirtualMachine parameters" (it's rather long but there is probably enough space. I do not recommend shortening it to "Customize VirtualMachine" because that implies that it applies changes already made).
Change "Review and create VirtualMachine" title to "Customize and create VirtualMachine". Hopefully that will make the user look at the other settings.
Change the links in the breadcrumbs:
"Customize" could be "Customize template parameters".
"Review" should be "Customize VirtualMachine".
