Goal
cloud-init groups tasks into two distinct stages known as `per-instance` and `per-boot`.
Goal of this epic is to explore if it is feasible to apply authorized_keys on every boot of a VM if not already happening.
See: https://cloudinit.readthedocs.io/en/latest/explanation/boot.html#first-boot-determination
User Stories

Non-Requirements
- List of things not included in this epic, to alleviate any doubt raised during the grooming process.
