Authorized SSH key is added to VM automatically even no key is set in settings

      Description of problem:
      Go to Overview -> Settings -> User -> Manage SSH keys, ensure there is no key is selected there, then create a VM from catalog customize, a SSH key is showing in VM scripts tab. And the key is added to VM after the VM is created.

      The problem only happens while creating VM from catalog customize mode.

      Steps to Reproduce:
      1. create a secret with ssh key
      2. ensure no key is selected in Overview -> Settings -> User -> Manage SSH keys
      3. create vm from catalog customize 

      Actual results:
      ssh key is added to VM

      Expected results:
      No ssh key is added to VM if there is no key set in settings
