Edit popover text and add disable state with different help text to Dynamic injection

      Currently, for Operating systems that don't support dynamic injection, we hid the dynamic injection header and toggle.

      Now, following the docs review, we want to show that on all OSs, make it disabled, and add a note about why it's not available for them to use.

      This takes place in 2 locations(Doc for full info)-

      1. Create a VM with InstanceTypes

      2. Create VM with Template

       

      Regarding OS's that support dynamic injection, the docs updated the text(both at InstanceTypes & Templates)-
