Grafana: create downstream Grafana container for sharing PerfCi dashboard with Red Hatters

      Need to create Grafana container that run upstream with the following configuration:

      1. Disable login
      2. Only Viewer mode
      3. Using the following image: quay.io/mimehta/custom-grafana:latest
      4. Add to benchmark-runner custom-grafana Dockerfile and build it using latest grafana 10 version 
      5. Run this grafana container in cloud-governance machine 10.1.38.6
      6. create DNS name for url 
      7. Import the latest grafana Json file - recommend to use latest Grafonnet code to generate it
