Goal

Create a holistic document to explain how resource management works, specifically the relationship / interactions between VM level resources and pod level resources.
This should be an upstream user-guide section, and a downstream doc.

This is primarily Virt, because it's on Virt (and KubeVirt) to describe all the knobs and relationships clearly.

User Stories

• As an IaaS admin, I want to gain a deep understanding of all resource related knobs in CNV in order to master the system appropriately. I want to especially know about the interactions between Vm and pod level resources i.e. overhead.

Non-Requirements

• List of things not included in this epic, to alleviate any doubt raised during the grooming process.
