Create a downstream-facing version of the upstream documentation. This should be first drafted in a Google Doc and reviewed by the documentation team. Once approved, we would rewrite it as a KCS article and publish it.

This should cover how to implement a new plugin,  and to what degree is Red Hat supporting it.
