Description of problem:
We are installing openshift 4.13.2 on azure ,after running installer some times it's getting bootstrap vm creating and after 40 minutes it will show error OSProvisioningTimedOut.

Again if i run installer some times it will give error while creating master vm's , here also after 40 minutes it will give error like OSProvisioningTimedOut and master vm status it will show creating only.
