The virtualization overiew no data when switch to All Projects

      Description of problem: No data display in OpenShift Virtualization overview page when switch to All Projects

      How reproducible:

      Always

      Steps to Reproduce:

      1. Install OCP, CNV and ODF
2. Create some virtual machines and keep these virtual machines running
3. Click menu Virtulization > Overview, Project > Select All Projects, the overview page displays 0 VirtualMachines, 0 vCPU usage, 0 Memory, 0 Storage 
4. Click menu Virtulization > Overview > Settings, there's no information in General page

      Actual results:

      No information display

      Expected results:

      Shoud display right data and information
