Goal

When a user does not have permission to perform an operation, the information should be available for them in the same page.
Currently we display all user permissions in the Settings page which is hard to find in case an operation failed.

User Stories

• As a user that is trying to perform an operation that I do not have permissions to perform on a VM, I would like to be able to see clear information on why the operation failed. Examples: I do not have permission to clone a VM. I do not have permissions to start a VM etc.
