Goal

Run CNV tier1 (and tier2?) on OKD 4.13 + SCOS around ~ July.

sdodson_jira is working with Telco folks to line up a testing cycle on OKD 4.13 + SCOS around ~ July. This would effectively be a test cycle where the kube/operator codebases are stable GA versions but the OS is CS9 around the point in time that 9.3 becomes feature complete.
The goal being to have a mid 9.2 to 9.4 checkpoint to spot any regressions introduced during 9.3 dev and give RHEL engineering enough time to fix them prior to 9.3 GA.
This would likely repeat w/ 4.14 around December/January timeframe. We won't ship RHCOS 9.3, but we want to spot regressions early enough to fix them prior to 9.3 GA.
